Historical Background of Barangay San Francisco East
Branching eastward from McArthur Highway near Km152, is the provincial road to Anao and Nampicuan and Cuyapo, Nueva Ecija, passing through Brgy. San Francisco East. San Francisco extends to a “Danao” on the north, San Jose on the east, Sta, Ines, Paniqui on the south and Sta. Maria, Moncada on the west.
Barrio San Francisco was divided into two during the administration of the late Mayor Catalino Cruz. The land at the western part became San Francisco West and the land which lies eastward is now called SAN FRANCISCO EAST.
During the World War II, San Francisco became the seat of Guerilla Unit under the command of Capt. Paragas, Capt. Cruz and Capt. Gamboa. They had no recorded encounter with the Japanese but they figures prominently in preserving dwindling hopes of the civilians to the return of the normal life, the elimination of lawless elements of society and the preservation of peace and order.
The first known Caimito (Star Apple) and Cherry trees in the country originated in San Francisco. They were planted by Don Francisco Flor Blanco in his homeyard at the western outskirts of San Francisco wayback in 1923. He bought the seeds from the Philippine Education Company in Manila at P1.00 a pack. He propagated and planted them in his yard but only a cherry and a caimito tree survived to bear fruits. The seeds of said trees were then propagated and planted by Don Jose Urquico at the provincial nursery at Matatalaib, Tarlac. Later on, the seedlings were dispersed to the different provinces of the country.
Of the original settlers of San Francisco, Don Procopio Evangelista rose to become the Capitan Municipal of Anao from 1891-1892. A blooded Filipino and conscious of the abuses of the Spanish Civil Authorities and of the friars, he became an active revolutionario and gave financial support to the cause aside from leading the people in `their armed struggle against the Spaniards. After such encounters, he was he was subsequently arrested and imprisoned at the Tarlac Provincial Jail, then transferred to Fort Bonifacio and later executed at Bagumbayan Field on December 14, 1896, 16 days before our national hero, Dr. Jose P. Rizal, was executed by Filipino Fulisiers under the command of a Spanish army officer in the same sacred ground.
Other important personalities include Don Segundo Flor Blanco who became a Gobernadorcillo from January 1, 1893 to December 31, 1895 and as a Presidente Municipal from January 1, 1901 to December 31, 1902. Later, Don Francisco Flor Blanco became the Presidente Municipal by acclamation on October 16, 1922 to October 15, 1925, then retired to his farm in San Francisco where he spent the remaining years of his life. Don Esteban Alberto likewise became Presidente Municipal from October 16, 1925 to October 15, 1928.
Don Roman Evangelista was the Municipal Treasurer of Moncada, then of Pura in the early 1920’s. he owned the fastest horse hereabouts using the “Tilburin” to commute to Moncada then to Pura. He became the Municipal Mayor of Anao continously from 1938 to 1946. Don Arcadio Evangelista was only a fifth grader when he started to teach in the grade school, but rose to become a Principal Teacher of Anao Elementary School until he retired in 1926. He was appointed as the Municipal Mayor after liberation in 1946-1947 and was elected to the same office in 1952-1955. Col. Andres Cruz (PAF), together with Lt. Sales, Lt. Edwin Andrews and Lt. Villamor were the first pilots of the Philippine Air Force at the start of World War II. He survived the war and became administrator of the Civil Aeronautics Administration. After he retired from the government office, he became the Vice President for Operations of the Philippine Air Lines.
Mr. Manuel Alberto was the first resident of San Francisco to graduate at the University of the Philippines, College of Education with the degree of BSE. He taught for some time at the Tarlac High School then at the CIT in Manila. Dr. Jesus V. Evangelista, an MD graduate of the UST, 4th placer of the medical board exams in 1937, had been a successful private practitioner until his appointment as a town physician of Paniqui, Tarlac in 1970. Ms. Rosaura V. Evangelista, Sr., the first Philippine Normal School graduate of Anao, class 1927, became a model English Teacher in the Division of Tarlac until her death from an automobile accident on November 19, 1932. Lt. Col. Catalino Cruz (Ret.), a graduate of the Reserved Officers Training School at Camp Servillano Aquino in San Miguel, Tarlac, became an active guerilla in 1942-1944. He earned his rank as Major in the PC, retired as Lt. Col. and in 1964-1979, he became the Municipal Mayor of Anao.
THE SEAL
Ang kulay ginto at pagiging hugis diyamante ng aming sagisag ay simbolo ng kahalagahan ng mga tao, bagay, mithiin at karangalan ng mga taga-Barangay San Francisco East. Ang mga bumubuo sa dyamante ay mga taong magkakapit-bisig na simbolo ng PAMILYA bilang pinakamahalagang pundasyon ng aming pamayanan. Simbolo rin ito ng PAGKAKAISA, KAPATIRAN, KOOPERASYON at LAKAS. Ito ay kahulugan din ng SERBISYO – ang pagnanais na tumulong sa mga nangangailangan at RESPETO sa bawat indibiduwal anuman and kanyang kasarian, kulay, propesyon, relihiyon o kalagayan sa buhay.
Nakalagay sa mga ginintuang bisig ang aming barangay, ang SAN FRANCISCO EAST, ang kinabibilangang bayan – and ANAO, ang probinsiya – ang TARLAC, at ang taon ng pagkatatag – ang taong 1969. Sa ibabang bahagi ng mga ginintuang bisig ay ang bansang aming kanakatawan – ang REPUBBLIKA NG PILIPINANS na nakasulat sa itaas na bahagi ng asul na alapaap, na simbolo ng pagkakaroonng KALAYAAN bilang mamamayan sa isang MATATAG NA BANSA. Sa alapaap ding ito ay may isang kalapating puti na simbolo ng KAPAYAPAAN at kasabay nito’y isinasaboy nito mahalinang samyo ng bulaklak ng YLANG-YLANG – ang pinakakilalang tatak at produkto ng Anao.
Ang sumisikat na araw ay indikasyon ng aming lokasyon, and Silangan. Katulad ng patuloy na pagsikat ng araw, ang mga taga-San Francisco East ay punong-puno ng PAG-ASA , pag-asang nagpapatatag sa bawat isa upang bumangong muli at harapin ang mga pagsubok sa buhay. Ang sinag ng araw na tila mga butyl ay aang mga palay at mais na aming mga pangunahing produkto. Ito rin ang mga butyl na katas ng KASIPAGAN at PAGTITIYAGA upang pagyamanin ang aming mga bukirin na siyang kumakatawan sa kayumangging kulay sa aming Sagisag. Ang kabukiran din ang aming unang pinagkukunan ng kabuhayan kaya’y lubha itong mahalaga.
Ang pinalaking isda ay simbolo ng aming kakayahang sumabay sa agos ng buhay. Ito rin ang simbolo ng aming paniniwala sa DIYOS dahil ang isda ay sinaunang simbolo ni HESUKRISTO. Nasa gitna o sentro sa Sagisag ang isda dahil ang Panginoon and siyang karapat-dapat maging sentro ng bawat pamilya.
Ang Apoy at Timbangan ay simbolo ng aming mithiing mabigyan ng pantay-pantay na karapatan sa pagkamit ng HUSTISYA ang mga taong dumudulog sa aming bulwagan. Ang pulang apoy ay ang MAPAGMAHAL at MAPAGKALINGANG PUSO ng mga taga San Francisco East.
Ang Kawayan, ang dalawang bisig na bumubuo sa diyamante ay simbolo ng pagtaas o pag-unlad ng aming buhay. Simbolo rin ito ng pagiging MATIPID o kakayahang maghigpit ng sinturon pa panaghong mahirap ang buhay dahil and “Bungbong” ng kawayan ay karaniwang ginagawang alkansiya. Ngunit katulad ng kawayan na yumuyuko gaano man ito kataas, kami rin naman ay nananatiling MAPAGPAKUMBABA at simple.
Ang mga matitingkad na kulay ng aming Sagisag ay naglalarawan ng aming pagiging MASAYAHIN. Ang pagdaraupang-palad ng “Langit o Alapaap” at “Lupa” ay ang kakayahang makibagay sa mahirap man o mayaman. Ang lahat ng mga katangiang nakasaad sa aming Sagisag ay aming dadalhin sa alinmang lugar sa Apat ng Sulok ng Daigsid – ang apat na ginintuang bilog sa bawat sulok ng Sagisag.
