The organizational structure of the municipal government of Anao, Tarlac is typical of the existing structure of local government units in the country. The following re the different offices and their functions:
The Municipal Mayor, as the chief executive of the municipal government, shall exercise such power and perform such inhabitants pursuant to Section 16 of the Local Government Code, the Municipal Mayor shall: - Exercise general supervision and control over all programs, projects, services and activities of the municipal government.
- Enforce all laws and ordinances relative to the governance of the municipality and the exercise of its corporate power provided for under Section 22 of the Local Government Code, implement all approved policies, programs, projects, services and activities of the municipality.
- Initiate and maximize the generation of resources and revenue and supply the same to be the implementation of development plants, programs, objectives and priorities as provided for under Section 18 of the Local Government Code, particularly those resources and revenues that are programmed for agro-industrial development and countrywide growth and programs.
- Ensure the delivery of basic services and the provision of adequate facilities as provided for under Section 7 of the Local Government Code of 1991.
- Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinances.
The Sangguniang Bayan is the legislative body of the municipality. It is composed of the Municipal Vice Mayor who acts as the presiding officer, the regular Sangguniang Bayan Members, the President of the Municipal Chapter of the Liga ng Barangay, the President of the Pambayang Pederasyon ng mga Sangguniang Kabataan and the Sectoral Representatives. - Approve ordinance and pass resolutions necessary for an efficient and effective municipal government.
- Generate and maximize the use of resources and revenues for the development plants, program, objectives and priorities of the Municipality as provided for under Section 18 of the Local Government Code, with particular attention to agro-industrial development and countryside growth and progress.
- Grant franchises and enact ordinances authorizing the issuance of permits and licenses, or enact ordinances levying taxes, fees, and charges upon such conditions and for such purposes intended to promote the general welfare of the inhabitants of the municipality.
- Regulate activities relative to the use of land, buildings and structures within the municipality in order to promote the general welfare.
- Approve ordinances which shall ensure the efficient and effective delivery of basic services and facilities, as provided for under Section 17 of the Local Government Code of 1991.
- Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinances.
Sangguniang Bayan Secretary - Attend meetings of the Sangguniang Bayan and keep a journal of its proceedings.
- Keep the seal of the local government unit and affix the same with hi signature to all ordinances, resolutions and other official acts of the Sangguniang Bayan and present the same to the Presiding Officer for his signature.
- Forward to the governor or Mayor, as the case may be, for approval copies of ordinances enacted by the Sangguniang Bayan and duly certified by the Presiding Officer, in the manner provided in Section 54 under Book 1 of the Local Government Code.
- Forward to the Sasnggunaing Bayan concerned copies of the approved ordinances, in the manner provided in Section 56 and 57 under Book 1 of the Local Government Code.
- Furnish copies of the approved ordinances, upon request of any interested party, certified in his custody, upon payment to the Treasurer of such fees as may be prescribed by ordinance.
- Record in a book kept for the purpose, all ordinances and resolutions enacted or adopted by the Sangguniang Bayan, with the dates of the passage and publication, thereof.
- Keep his office and all non-confidential records therein open to the public during the usual business hours.
- Translate into dialect used by the majority of the inhabitants, all ordinances and resolutions immediately after their approval and cause the publication of the same together with the original version in the manner provided under the Local Government Code.
- Take custody of the local archives and where applicable, the local library and annually account for the same.
Municipal Assessor - Establish a systematic method of assessment.
- Install and maintain a real property identification system.
- Prepare, install and sustain a system of tax mapping showing graphically all properties subject to assessment in the municipality and gather all necessary data concerning the same
- Undertake general revision of real property assessments every three (3) years.
- Make frequent physical surveys to check and determine whether all properties within the locality are property listed in the assessment rolls
- Appraise all real properties in accordance with the approved or duly enacted schedule of fair market values pursuant to RA No. 7160 and conduct frequent ocular inspections to determine if all properties are properly assessed.
- Prepare field appraisal and assessment sheets (FAAS) and issue tax declarations for all newly discovered properties and transactions involving transfers of ownership, subdivisions of land into two or more parcels, ,and/ or consolidation of two or more parcels into a single ownership, as well as other transactions involving assessment of real property.
- Enforce uniformly the exemptions from real property tax as prescribed.
- Apply the appropriate levels prescribed by the Sanggunians.
- Keep a record of all transfers, leases and mortgages of real property, rentals, insurances, cost of construction of buildings and other improvements on land, land income and other source of data needed in the preparation of schedule of fair market values as well as for other assessment purposes.
- Cancel assessment in case duplication of assessment on one property.
- Eliminate from the assessment roll of taxable properties which have been destroyed or have suffered permanent loss of value by reason of storm, flood, fire or other calamity, or being exempt properties that have improperly included in the same.
- Decrease the assessment where the property previously assessed has suffered a substantial loss of value by reason of physical and economic obsolescence.
- Increase the assessment where improvements and repairs have been made upon the property subsequent to the last assessment.
- Prepare and maintain assessment rolls for taxable and for exempt real properties, located within the territorial jurisdiction of the local government unit concerned.
- Furnish the treasurer of the LGU, on or before the end of each month, with a copy of assessment roll for taxable and for exempt properties which were newly assessed and reassessed and the value of such properties
Municipal Budget Officer - Prepare forms, orders and circulars embodying instructions in budgetary and appropriation matters for the signature of the governor or mayor, as the case maybe.
- Review and consolidate the budget proposal of different departments and offices of the government unit.
- Assist the mayor in the preparation of the budget and during hearings.
- Study and evaluate budgetary implications of proposed legislations and submit comments and recommendations.
- Submit periodic budgetary reports to the Department of Budget and Management.
- Coordinate with the Treasurer, the Accountant and the Planning and Development Coordinator for the purpose of budgeting.
- Assist the Sangguniang Bayan concerned in reviewing the approved budget of component local government unit.
- Coordinate with the Planning and Development Coordinator in the formulation of the local government and development plan.
The Accountant - Install and maintain an internal audit system in the local government unit concerned.
- Prepare and submit financial statements to the Mayor and the Sangguniang Bayan concerned.
- Appraise the Sangguniang Bayan and other government officials of the condition and operations of the local government unit concerned.
- Certify to the availability of budgetary allotments which expenditure and obligation may be properly charged.
- Review supporting docments before prepration of vouchers to determine completeness of requirements.
- Prepare statements of cash advances, liquidation, salaries, allowances, reimbursements and remittances to the local government unit.
- Prepare statements of journal vouchers and liquidation of the same other adjustments related thereto.
- Post individual disbursements to the subsidiary ledger and index cards.
- Maintain individual ledgers of officials and employees of the local government unit pertaining to payroll and deductions.
- Record and post in index cards details of purchased furniture, fixtures and equipment, including disposal thereof, if any.
- Account for all issued requests for obligations and maintain and keep all records and reports related thereto.
- Prepare journals and the analysis of obligations and maintain and keep all records and reports related thereto.
- Exercise such other powers and perform such other duties and functions as may be provided by law or ordinance.
The Municipal Planning and Development Coordinator - Formulate integrated economic, social, physical and other development plans and policies for consideration of the local government development council.
- Conduct continuing studies, researchers and training programs for implementation.
- Integrate and coordinate all sectoral plans and studies undertaken by the different functional groups or agencies.
- Monitor and evaluate the implementation of the different development programs, projects and activities in the local government unit concerned in accordance with the approved development plan.
- Prepare a comprehensive plan and other development planning documents for consideration of the local development council.
- Analyze the income and expenditure patterns and formulate and recommend fiscal plans and policies for consideration by Code.
- Promote people partifipation in development planning within the local government unit concerned.
- Exercise supervision and control over the secretariat of the local development council.
The Municipal Engineer - Initiate, review and recommend changes in policies and objectives, plans and programs, techniques, procedures and practice in infrastructure development and public works in general to the local government unit concerned.
- Advise the Mayor on infrastructure, public works and other engineering matters.
- Administer, coordinate, supervise and control the construction maintenance, improvement and repair of roads, bridges and other engineering and public works, projects of the local government unit concerned.
- Provide engineering services to the local government unit concerned, including investigation and survey, engineering designs, feasibility studies and project management.
- In the case of the financial engineer, exercise technical supervision to overall engineering offices of component cities and municipalities.
- Exercise such power and perform such other duties and functions as prescribed by law or ordinances.
The Municipal Health Officer - Supervise the personnel and staff of said office, formulate program implementation guidelines, rules and regulations for the operation of the said office for the approval of the Mayor in order to assist him in the efficient, effective and economical implementation of a health-related projects and activities.
- Formulate measures for the consideration of the Sangguniang Bayan and provide technical assistance and support to the mayor in carrying out activities to ensure the delivery of basic services and provision of adequate facilities relative to health services provided under Section 17 of the Local Government Code.
- Develop plans and strategies and upon approval thereof, implement the same particularly those which have to do with health programs and projects the mayor is empowered to implements and which the Sangguniang Bayan is empowered to provide for under this Code.
- In addition to the foregoing duties and functions, the Health Officer shall be in the frontline of the delivery of health services, particularly during and on the aftermath of man-made and natural disasters and calamities.
The Municipal Civil Registrar - Accept all registrable documents and judicial decrees/orders affecting the civil status of persons and all incidents relative thereto and shall duly acknowledge receipt thereof.
- Compile the same monthly and prepare and send any information required of them by the Civil Registrar General.
- Issue certified transcripts or copies of any certificate or document registered, upon payment of the proper fees.
- Order the binding, properly classified, of all certificates or documents registered during the year.
- Send to the Civil Registrar General (through his designated representative) during the first ten days of each month, a copy of entries made during the preceding month, for filing.
- Index the same to facilitate search and identification in case of any information is required.
- Administer oaths, free of charge, for civil register purposes.
- File, keep and preserve in a secured place the books required by law.
- Transcribe and enter immediately upon receipt all registrable documents and judicial decrees affecting the civil status of persons in the appropriate civil registry books.
- Receive applications for the issuance of a marriage license and after determining that the requirements and supporting certificates and publication thereof for the prescribed period have been complied with, shall issue the license upon payment of the authorized fee to the treasurer.
- Coordinate with the Office of the Civil Registrar General (National Statistics Office) in conducting education campaigns for vital registration and assist in the preparation of demographic and other statistics for the local government unit concerned.
- Submit status reports on the condition of civil registry documents filed in the civil registry office whenever there are changes of the previous status of files.
- Reconstruct destroyed civil registry records upon compliance with the requirements following the procedures established by the OCRG.
- Make available at all times the civil registry forms in his office
The Municipal Agriculturist - Formulate measures for the approval of the sangguniang Bayan and provide technical assistance and support to the Mayor in carrying out said measures to ensure the delivery of basic services and provision of adequate facilities relative to agricultural services as provided for under Section 17 of the Local Government Code.
- Develop plans and strategies and upon approval thereof by the Mayor, implement the same, particularly those which have to do with agricultural programs and projects which the Mayor is empowered to implement and which the Sangguniang Bayan is empowered to provide for under this Code.
- In addition to the foregoing duties and functions, the agriculturist shall
- Be in the frontline of the delivery of basic agricultural services, particularly those neede for the inhabitants during and in the aftermath of man-made and natural disaster and calamities.
- Recommend to the Sangguniang Bayan and advice the Mayor on all matters related to agriculture and aqua-culture which will improve the livelihood and living conditions of the inhabitants.
- Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.
The Municipal Social Welfare and Development Officers - Formulate measures for the approval of the sanggunian and provide technical assistance and support to the governor or mayor, as the case may be, in carrying out measures to ensure the delivery of basic services and provision of adequate facilities relative to social welfare and development services as provided in Rule V of these Rules;
- Development plans and strategies on social welfare programs and projects and implement them upon approval thereof by the governor or mayor, as the case may be;
- Identify the basic needs of the needy, the disadvantaged and the impoverished and develop and implement appropriate measures to alleviate their problems and improve their living conditions ;
- Provide relief and appropriate crisis intervention for victims of abuse and exploitation and recommend appropriate measures to deter further abuse and exploitation;
- Assist the governor or mayor, as the case may be, in implementing the Barangay program for the total development and protecting of children up to six (6) years of age;
- Facilitate the implementation of welfare programs for the disabled the elderly and victims of drug addiction, the rehabilitation of prisoners and parolees, the prevention of juvenile delinquency and such other activities which would eliminate or minimize the ill – effects of poverty;
- Initiate and support youth welfare programs that will enhance the role of the youth in nation – building;
- Coordinate with government agencies and NGOs which have for their purpose the promotion and protection of all needy, disadvantaged, underprivileged or impoverished groups or individuals, particularly those identified to be vulnerable and high risk exploitation, abuse and neglect;
- Be in the frontline of service delivery, particularly those concerning of man – made and natural disaster and calamities;
- Recommend to the sanggunian and advise the governor or mayor, as the case may be, on all other matters related to social welfare and development services which will improve the livelihood and living conditions of the inhabitants; and
- Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.
Municipal Chief of Police - Enforce law and maintain peace and order.
- Undertake all measures to ensure public safety.
- Prevent and control fire.
- Exercise functions pursuant to police matters.
- Perform other duties as directed by competent authorities.
The Punong Barangay - Enforce all laws and ordinances which are applicable within the barangay.
- Negotiate, enter into and sign contracts for and in behalf of the barangay, upon authorization of the Sangguniang Barangay.
- Maintain public order in the barangay and in pursuance thereof, assist the city or municipal mayor and the sangguniang members in the performance of their duties and functions.
- Call and preside over the sessions of the Sangguniang Barangay/Bayan and the barangay Assembly and vote only to break a tie.
- Upon approval by a majority of all the members of the Sangguniang Barangay, appoint or replace the Barangay Tresurer, the Barangay Secretary and other appointive barangay officials.
- Organize and lead an emergency group whenever the same may be necessary for the maintenance of peace and order or an occasion of emergency or calamity within the barangay.
- In coordination with the Barangay Development Council, prepare the annual executive and supplemental budget of the barangay.
- Approve vouchers relating to the disbursement of barangay funds.
- Enforce laws and regulations relating to population control and protection of the environment.
- Administer the operation of the Katarungang Pambarangay in accordance with the provision of this Code.
- Exercise general supervision over the activities of the Sangguniang Kabataan.
- Ensure the delivery of basic service as mandated under Section 17 of this Code.
- Conduct an Annual Palarong Barangay which shall feature traditional sports and disciplines included in national and international games, in accordance with the Department of Education Culture and Sports.
- Promote the general welfare of the barangay.
- Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinances.
The Human Resource Officer Is responsible for human resources and development in the local government unit and shall take all personnel action in accordance with the constitutional provisions on civil service, pertinent laws and rules and regulations therein, including such policies, guidelines and standards as the Civil Service Commission may establish. Provided, that the local chief executive may employ emergency or casual employees or laborers paid on a daily wage or piecework basis and hired through job orders for local projects authorized by the Sangguniang Bayan without need for approval or attestation by the Civil Service Commission. Provided, further, that the employment of emergency or casual laborers as provided shall not exceed six (6) months.
