The Municipal Social Welfare and Development has one (1) Social Welfare Officer I, one (1) Administrative Aide I and nineteen (19) Day Care Workers serving as service providers.

Vision

To improve social protection and promotion of the rights and welfare of the poor and the disadvantaged.

Mission

               To empower the poor and the disadvantaged.

Objectives

  1. To identify the basic needs of the needy, disabled impoverished and develop and implement appropriate measures to alleviate their problems and improve their living conditions.
  2. To provide relief and appropriate crisis intervention for victims of abuse and exploitation and recommend appropriate measures to deter further abuse and information.
  3. The agency is responsible for the following:
  4. Coordinates with the government agencies and NGO’s which have for their purpose the promotion and the protection of all needy, disadvantaged and underprivileged.
  5. Initiates and organizes youth, day care parents, elderly, women, disabled persons and provide them with productivity skills trainings.
  6. Assists the groups/communities on their needs. They also set priorities and alternatives to help them in their problems.
  7. Monitors/supervises the 19 Day Care Workers/Day Care Centers.
  8. Prepares the social case study reports and recommends applicants for various social services

A. Regular Programs:

Program

Brief Description

1.      Self-Employment Assistance program (SEA-K)

·     Provision of free capital assistance and livelihood

·     Oriented services to the family heads and family heads and family members to engage in income generating projects and thus develop to become self-reliant and socially responsible. It is intended to needy family heads and other family members who have no vocational or business management skills or have no capital to start a livelihood project.

2.      Emergency Assistance Program

 

a.      Limited Assistance in Crisis Situation (AICS)

·     Provision of assistance in cash or in kind to individuals and families who are hampered to function normally because of socio-economic difficulty because of socio-economic difficulty is usual short-term and emergency in nature thus the assistance is one shot deal basis.

b.      Food for Work

·     This refers to the provision of food distressed/displaced individuals in exchange for the services they rendered while undertaking or participating in restorative and rehabilitate  activities as well as in mitigation and preparedness that will increase their capacity to core with future hazards

 

        Workflow for AICS

1.      Interview the client

2.      Assess needs of the client.

3.      Client brings with him/her a certification of residency from their barangay captain.

4.      An applicant whose crisis is brought about by death of family member must have a certificate of death from the local registrar

5.      An applicant for medicines shall be limited to emergency medicines. Medicines for sustenance shall be coordinated with outside resources.

6.      Assistance shall be issued directly to the client. If capable, the nearest kin or authorized representative may be allowed to receive the assistance for the client.

 

B. Day Care Services

        Workflow for Day Care Service

1.      Determine the need.

·        Conduct of family/community survey using the MBN as a tool.

·        Result of the survey should be presented to the community for validation and the results of the study will serve as a basis in determining the extent and requirements foe the day care services.

2.      Organization of parents’ group for purposes of establishing the needs for day care services, identification of location and needed resources.

·        The organized group will serve as the care group and will be working with the service provider

3.      Establishing the Day Care Service

·        Management of the Day Care Service will be the responsibility of the municipal social welfare and development officer in coordination with the barangay council. The service provider should meet the following qualifications

a.      Female/male between 18-45 years of age

b.      At least high school graduate

c.      Physically healthy and with good moral character

d.      Has experience and willingness with young children

·        DSWD can provide technical assistance when necessary. The service provider should meet the following qualifications:

a.      Single or married between 18-45 years of age.

b.      With at least two years of college education

c.      With experience in working with pre-school children

d.      With residence near the day care center.

e.      Has undergone training related to early childhood care and development.

f.        Willing to render full-time service as day care worker.

g.      Willing to sign contract to serve as day care worker for at least one year.

h.      Physically and mentally fit.

·        Training and accreditation of service provider.

 

C. Special Social Services for the Elderly

·        Prepare a list of elderly persons in the community

·        Organize associations of elderly persons

·        Provide technical assistance to enable elderly persons to assist in the operation of the OSCA

·        Assess the needs of elderly persons

 

D. Assistance for Physical Restoration Services

·        Intake Interview. Process to determine service eligibility as well as needs and problems

·        Assessment. This involves evaluation of the personal history/family history level of aspiration and inventory.

·        Rehabilitation Planning. This is done to enable to determine medical and physical assessment to determine medical/surgical interventions, specially services, restorative procedures or use of adaptive devices.

·        Reporting. The client is counted as rehabilitated when physical and social functioning has improved due to physical restoration.
