- Events of Marriages solemnized within the municipality shall be registered in the Register of Marriages within 15 days while in marriage exempt from license requirement, the prescribed period is 30 days.
- Such events shall be registered by the solemnizing officers or by the contracting parties.
- If not registered within the prescribed period, it is considered delay.
Marriages Exempt from the Marriage License Requirement a. Article 27 - in case either or both of the contracting parties are at the point of death, the marriage may be solemnized without requiring a marriage license even if the ailing party subsequently survives. b. Article 28 - if the residence of either party is so located that there is no means of transportation to enable such party to appear personally before the civil registrar may be solemnized without the marriage license. c. Article 33 - marriages among Muslims or among members of the ethnic cultural communities may be performed validly without the marriage license, provided that they are solemnized in accordance with their customs, rites and practices; or d. Article 34 - the marriage license is not necessary for the marriage of a man and a woman who have lived together as husband and wife for at least five (5) years and without any legal impediment to marry each other. Steps in Securing Marriage Certificates (Transciption Form/True Copy) - Proceed to the Office of the Municipal Civil Registrar.

- Complete Name of the Contracting Parties
- Date of Marriage
- Proceed to the Treasury Office for the payment of fees. (P60 for local & P110 for abroad)

Both parties are required to undergo Pre-Marriage Counseling Seminar 7. Divorced/Annulment paper, if divorced/annulled 8. Death Certificate, if widow or widower 9. Legal Capacity to Contract Marriage issued by Embassy, if foreigner Steps in the Application of Marriage License - Proceed to the Office of the Municipal Civil Registrar
- Present all the documents needed for verification and filing
- Be ready for the interview
- Attend the one-day Pre-Marriage Counseling Seminar every Thursdays (incorporating the 18 Character Traits)
- Proceed to the Treasury Office for the payment of fees.
- Present your official receipt to the Civil Registry Office
- Accomplish 4 copies of the Application for Marriage License
- Wait for the issuance of Marriage License after 10 days of Posting
Note: Contracting parties shall apply marriage license at least 1 month before the intended marriage. Requirements for Delayed Registration of Marriage Original NSO Marriage Certification (No Record on File) Original copy of old marriage contract with signatures Affidavit of delayed registration which shall be executed by the solemnizing officer or the person reporting or presenting the Certificate of Marriage, stating therein the exact place and date of marriage, the facts and circumstances surrounding the marriage and reason or cause of the delay In the absence of old marriage contract, certified copy of solemnizing officer’s record/registry book A certified copy of the Application for Marriage License bearing the date when the marriage license was issued, if applicable. Four (4) copies of Certificate of Marriage which must be accomplished correctly and completely.
